Golden Lands, Golden Opportunity

Golden Lands, Golden Opportunity is the result of a two-year effort to identify and protect the Bay Area's key natural areas.

Seawall Lot 337/Giants Parking Lot A
The Port Commission is tentatively scheduled to consider action to select the Seawall Lot 337 Associates, LLC development team for an exclusive right to negotiate development of Seawall Lot 337 and Pier 48 at their May 12, 2009 meeting. Check the Port website: http://www.sfport.com the Friday before the meeting for the agenda.

Pier 70 and the Potrero Power Plant Environmental Investigation
The Port’s Pier 70 is a 65-acre site that has been the subject of Port master planning for the past two years. The Potrero Power Plant lies directly south of and adjacent to the Potrero site, and north of Warm Water Cove Park. The Pier 70 development project may be impacted by environmental contamination from a former Manufactured Gas Plant in the vicinity of the Mirant (formerly PG&E) Power Plant. Manufactured gas plant (MGP) contamination extends onto adjacent Port property, including offshore sediments.

PG&E, which retained responsibility for environmental liabilities when it sold the power plant to Mirant, has done some preliminary investigations, and has proposed preliminary, conceptual plans that Port staff hope will result in a satisfactory remedial solution for the Potrero site and adjacent areas of Port property. Announcement: 2009 Piero Patri Foundation Fellowship in Urban Planning

SPUR, the San Francisco Planning and Urban Research Association, has issued a call for applicants for a six-week fellowship in the summer of 2009.

The Piero N. Patri Fellowship in Urban Design is a hands-on position for a graduate student or recent graduate in urban design, landscape architecture, urban planning, public policy, transportation planning, traffic engineering, or environmental science, giving the Fellow a unique opportunity to gain firsthand experience working in the urban design and planning field on a project that will have a positive impact on the city of San Francisco and the Bay Area.

Working with SPUR and EDAW, the Fellow will develop a chapter in SPUR’s contribution to the City's Phase 2 Bicycle Network Plan. The entire SPUR analysis will look at gaps in the network that still exist, and what measures should be taken to close those gaps. Some of these gaps can be filled with simple reconfigurations of existing roadway space, but others will require unique and potentially expensive treatments including the construction of new paths, sidewalks and roadways.

MARCH 2009

On February 10th, the Port of SF received Commission approval to start the Blue Greenway Planning Process. The Staff Report on this item can be found here. We'll be back in touch soon about starting the process.

Embarcadero Design Standards Study
The Port is initiating a project to evaluate and improve The Embarcadero Promenade/Herb Caen Way as a pedestrian circulation corridor. The Staff report on this topic can be found here. FEBRUARY 2009

The Draft Urban Design Plan for the Hunters Point Shipyard Phase 2 and Candlestick Point was expected to be approved on Wednesday, January 28th at a joint meeting of the Mayor's Hunters Point Shipyard Citizens Advisory Committee and the Bayview Hunters Point Project Area Committee. If approved the Draft Urban Design Plan will go to the San Francisco Redevelopment Commission and the Board of Supervisors. The Draft Plan can be found here.

ARC Ecology has completed a study of Alternatives to the Draft Urban Design Plan and will make a presentation to the community on Wednesday, February 11th at the Bayview Opera House (4705 3rd Street) from 5:30 to 8:30 PM. The study includes alternative locations for the proposed 49ers Stadium, Open Space options, transit and traffic considerations (including bridging Yosemite Slough), economic development and employment opportunities. NPC is part of a coalition of environmental groups urging the consideration and possible inclusion of some of the great ideas developed in the Arc Ecology alternatives. Seawall Lot 337
On January 15th, the Port received a proposal for the mixed-use development of SWL 337. The developer's proposal has been posted on the Port's website here. The developer entity is comprised of: San Francisco Giants, Wilson Meany Sullivan, Kenwood Investments, The Cordish Company, Stockbridge Capital and Farallon Capital Management, LLC.

The developer will be making informational presentations to the Port Commission and public on Tuesday, February 10, 2009 at the Ferry Building, and at a Public Workshop in mid-March (date and location forthcoming). At the conclusion of the review process, the Port's SWL 337 Advisory Panel will present its recommendation to the Port Commission for its consideration prior to taking action on developer selection. As the Feb. 10th meeting approaches, check the Port Commission Agenda to confirm the estimated time of the presentation.

DECEMBER 2008

Thank You for Voting Yes on Prop D
We are pleased to report that Proposition D passed with a 68% majority on November 4th. Prop D will provide an optional financing tool to pay for improvements to Pier 70 including waterfront parks, remediation of environmental conditions and rehabilitation of the historic buildings. Cleaning up over a century of industrial pollution and revitalizing Pier 70 will provide up to 20 acres of new waterfront open space and a major new segment of the Blue Greenway and the San Francisco Bay Trail for both residents and visitors to enjoy.

Located in the Central Waterfront, Pier 70 is a 65-acre site controlled by the Port of San Francisco. Currently the Port is conducting a public planning process to develop a master plan for the entire site - one which intends to balance regulatory, economic, maritime, historic preservation, open space and shoreline access issues. SEPTEMBER 2008
The Port will soon begin initial development of design guidelines for the Blue Greenway, thanks to the passage of the Parks Bond in February. NPC has been busy pulling together all of the planned open space projects along the greenway and creating the first, comprehensive map and document link, since there are multiple agencies involved in the 13 miles along the waterfront.

Sunday Streets: August 31st and September 14th

Pier 52 Public Boat Ramp Now Open

Pier 52 Public Boat Launch

There will be a rope-cutting celebration for the grand opening of the Pier 52 Boat Launch Ramp on Saturday, June 14that 11:00 AM. Pier 52 is on the east side of Terry Francois Boulevard between Mission Rock Street and Mariposa Street near Mission Bay. This is one of the first projects on the Bay Water Trail to be finished. It has taken 15 years to replace the ONLY public boat launch ramp in San Francisco. The Bay View Boat Club and the Mariposa Hunters Point Yacht Club will hold open house after the Grand Opening. Please come and help us celebrate.

Seawall Lot 337 (Giants Parking Lot A)

The Port of San Francisco has released the RFP for proposals to the two remaining development teams. Go to sfport.com and click on Seawall Lot 337 Planning for more information. Responses to the RFP are due August 27th. The Port Commission will probably hold an informational presentation on September 9th.

Eastern Neighborhoods Planning Hearings

The Planning Commission and the Board of Supervisors are holding a series of meetings to approve land use changes in Eastern Soma, Showplace Square/Potrero Hill, the Mission District and the Central Waterfront. How these plans are implemented, and particularly whether there’s an enforceable linkage between major increases in residential density and public benefits including open space, will impact the Eastern Waterfront for years to come. Yosemite Slough Project In Trouble

Subject: Candlestick in trouble again please help

The governor has decided to keep parks open but the state is trying to take 5 million in prop 84 monies from the Yosemite Slough Restoration project!

In case you didn't know there is another effort to get back 5 million that the state was contributing to the Yosemite Slough project from prop 84 monies. Once the park was on the closure list it was removed and didn’t make it back in the G May revise. At stake is the $11 million CSPF has already raised for the project. They were planning to start construction this upcoming spring this loss of funding may derail the project.

The Coalition to Save Candlestick are sending letters out to get Mark Leno to put this back in this years budget. Feel free to send letters as citizens. Because it's timely we are faxing them in. here is Mark Leno's fax: 415-557-3015. Please also fax SFNPC at 415-703-0889.

Also we are creating a new friends of Candlestick let me know if you want to be kept in the loop our major efforts are positive exposure for the park and advocating for completion of the community's general plan that was created back in the 1980's.

SF Bicycle Plan Update Released

The Planning Department has released the Initial Study for the San Francisco Bicycle Plan Project EIR, which will involve adoption of a citywide bicycle transportation plan, comprised of both the "Policy Framework" and "Network Improvement" planning documents, and the phasing of near-term, long-term and other minor improvements to the network. Eastern Neighborhoods Planning Process

After almost ten years of analysis and planning, the Planning Commission initiated the Eastern Neighborhoods adoption process on April 17th, 2008. During the adoption phase, the Planning Commission and the Board of Supervisors will hold public hearings to consider the various aspects of the Area Plans, Planning Code, and Zoning Map, and decide whether to approve, change, or reject the proposals.

The Initiation Package is more than 1300 pages long. However, you can click here to download key parts of the package including: the Draft 2008 Area Plans, Proposed Zoning Map, Zoning Matrix Summary, Proposed Heights Map. Update on the Eastern Neighborhoods Planning Process

We anticipate that the Eastern Neighborhoods Initiation Hearing will take place in early March, and the hearing should include the presentation of a Comments and Responses Document for the Eastern Neighborhoods Area Plans. The Eastern Neighborhoods Area Plans and new zoning will begin moving through the approval process in March/April 2008.

Seawall Lot 337 Update

NPC is calling on our coalition to evaluate the four development proposals for Seawall Lot 337, a 14-acre parcel owned by The Port of San Francisco. The development of this lot as open space is especially important because it serves as the gateway to the Blue Greenway.

Seawall Lot 337 (SWL 337) is located south of China Basin Channel, bordered by Third Street to the east, Terry Francois Blvd to the north and west, and Mission Rock to the south. The Port has outlined restrictions (click here) that require 8 acres to be set aside as open space.

Only one proposal (Federal Development) meets the 8-acre requirement for open space, but the Giants are close (7.2 acres), and their plan has more promise for interesting and varied recreation, art, and pedestrian experiences.

FEBRUARY 2008

Voters Approve $1 Million for Blue Greenway in Prop A

Just passed by voters yesterday, Prop A will provide $1 million toward Blue Greenway trail development and millions more for repair of some existing parks and development of some new parks along the southeastern bay shore. Blue Greenway projects on Port property that are eligible to receive bond funds include: Bayfront Park at Mission Bay, Crane Cove Park at Pier 70, Warm Water Cove, Islais Creek, and Heron's Head Park. A community planning process will be conducted to further define the extent of improvements, funding levels, and schedule for these or other projects that may be part of the Blue Greenway. Seawall Lot 337 RFQ Deadline: February 14th

The Port of San Francisco has initiated a developer solicitation process for Seawall Lot 337, 16-acres of prime waterfront open space located next to McCovey Park. The submittal deadline for the RFQ is Thursday, February 14th at 4 PM. We urge everyone to stay informed and speak up for keeping as much open space as possible at the head of the Blue Greenway. There are two important dates to receive public presentations of the SWL 337 development concepts:

Saturday, March 1st: Seawall Lot 337 Public Workshop, Pier 48, across Terry Francois Blvd from the SWL 337 site. Meeting from 9:30 am - 3:30 pm (tentative). The end time of this workshop is dependent on the number of RFQ/Development Concepts received. More information will follow in the upcoming weeks on this workshop, which is designed to bring the development teams and community stakeholders together to discuss the development concept proposals.

Bike the Blue Greenway and the Eastern Waterfront: Sunday, January 13th

You are invited on a 7-mile bicycle tour on January 13th of the Port of San Francisco (http://www.sfport.com) Bike the Blue Greenway with waterfront lovers and experts, neighbors from North Beach to South Beach, NPC, members of the San Francisco Bicycle Coalition, and local environmentalists. The tour will stop at existing and future parks along the waterfront where advocates and planners will speak about each site’s unique contribution to San Francisco’s eastern shore, how the City plans to connect these waterfront parks, and how these open spaces will benefit from Proposition A.

Eastern Neighborhoods

Are current plans for the Eastern Neighborhoods getting San Francisco the parks and open space it needs? In an area already deficient in open space and facing an expected tripling of residential density, the rezoning plans for the eastern neighborhoods are especially crucial -- and to date, there plans fail to keep up with the increase in density. With an extremely large amount of development on the horizon for San Francisco's eastern neighborhoods, the city must create plans and policies to ensure open space access in the future. If there is no game plan put in place now that highlights the gaps in open space and recreational facilities and sets aside land for open space, the eastern neighborhoods will never attain the quality of life that people expect.

The Eastern Neighborhoods Draft Area Plans for Citizen Review are now available and the adoption hearings for the Area Plans are scheduled for February 2008. If you would like to make public comment, the deadline has been extended to January 30th, 2008. Comments can be submitted by email ([email protected]). In addition, the Planning Department is hosting an Open House, Tuesday, January 15th from 5-7pm.

Blue GreenWay Steering Committee Meeting: Wednesday December 5th, 3:30 PM

There will be a meeting of the Blue Greenway Steering Committee at the NPC office on Wednesday, December 5th from 3:30 – 4:45 PM. Tiffany Bohee of the Mayor's Office of Economic and Workforce Development will present the Hunters Point Shipyard Open Space Plan. She will be joined by representatives of Lennar and their landscape architects as well as planners from the San Francisco Redevelopment Agency. Pier 70 Master Planning

The next Central Waterfront Advisory Group (CWAG) meeting will be held on Tuesday, December 18th at 5:30 p.m. at Pier 1 Bayside Conference Room. The focus of the meeting will be the Pier 70 Master Plan information and materials presented at the November 7th Community Workshop and will allow the CWAG and public an additional opportunity to discuss this material and the public input received at the workshop. There will also be an informational presentation by Port staff on the status of the Pier 70 Master Plan at the December 11th Port Commission meeting. Although CWAG members and the public are welcome to attend the Commission hearing, please note that the information presented will be the same material covered in the 1st and 2nd Pier 70 Master Plan Community Workshops and no new information will be presented. Cargo Way Streetscape Planning

Message from Kelley Kahn, SFRA Project Manager:

“Thank you to everyone who attended the Cargo Way public workshop on November 7th. The discussion was very constructive, and we received a lot of valuable input to inform a draft preferred design concept for Cargo Way. Generally, there seemed to be support for a two-way dedicated bike path on the south side of the street. There was also some preference for keeping a median in the street -- both as a visual amenity and to provide safety for drivers and pedestrians. It is important to note that keeping the median in some form will likely make the project cheaper; a wholesale moving of the median will impact underground utilities, which can add significant costs. Cost is an important consideration in trying to shape an "implementable" project. All the workshop materials, including the three design alternatives and the workshop PowerPoint presentation, can be seen at: http://www.sfgov.org/site/sfra_page.asp?id=5596”

Bike Tour: Saturday, December 1

A reminder that Livable City and the SF Bicycle Coalition will be conducting a bike tour of Cargo Way and its vicinity on Saturday, December 1st. Please meet at 10:30 a.m. at the corner of Cesar Chavez and Illinois Streets.

Workshop #2: January 2008

The next workshop will be held in early January (not in December as we thought). In the meantime, the consultant team will be studying the dual bike path concept in more detail, particularly how it will work at key intersections along Cargo Way. At the January workshop we will ask for your input regarding a preferred design concept and design details such as street furniture, signage & gateway features, and paving materials. Seawall Lot 337 (Giants Parking Lot A) Planning

The Port of San Francisco has initiated a developer solicitation process for Seawall Lot 337, a 16-acre site south of China Basin Channel and in Mission Bay. This site can potentially include a major "gateway" park for the Blue Greenway. The SWL 337 RFQ/P and documents related to it, and the SWL 337 planning process are provided at here. Blue GreenWay Tour Guides During Ecocity World Summit: April 22-26, 2008

NPC and the San Francisco Bicycle Coalition will be organizing a bicycle tour of the Blue Greenway on April 24, 2008 as part of the Ecocity World Summit (see www.ecocityworldsummit.org.) Participants will cycle from Pier 39 to India Basin Shoreline Park with stops at Pier 40 (The Bike Hut), Agua Vista Park, Pier 70, and Heron's Head Park. We need people to meet the tour at each of these stops to give a short talk on what's happening with the Blue Greenway. If you can participate, we'd like to know right away so that the Ecocity World Summit organizers can include a brief introduction to the tour in a brochure they are preparing in December. Pier 70 Master Plan: Community Workshop

The Port of San Francisco is conducting a series of public meetings to discuss a Master Plan for Pier 70, the area from Illinois Street to the Bay, between 20th and 22nd Streets.

Cargo Way Streetscape Project: Community Workshop

The Redevelopment Agency and Port of San Francisco are hosting a community workshop on Wednesday, November 7th to discuss conceptual design alternatives for Cargo Way in the India Basin Industrial Park project area. Cargo Way runs between Third and Jennings Streets, terminating at Heron's Head Park. Cargo Way is part of the regional Bay Trail and the city's Blue Greenway, and also accommodates trucks and other vehicles serving the Port of San Francisco.

The goal of this planning effort is to develop a conceptual design for Cargo Way that makes it safe and attractive for bicyclists and pedestrians while also supporting the needs of the area's industrial land uses. Workshop participants will consider different design alternatives for improving the street.

Warm Water Cove Update

The Central Waterfront is the subject of a San Francisco Planning Department proposal to rezone historic industrial land for increased residential density. Warm Water Cove Park is one of the few open spaces along the Central Waterfront and a key element in the Blue Greenway. The long-term fate of Warm Water Cove Park, which is isolated from neighbors, depends on community stewardship.

NPC, SPUR and the Port of San Francisco are looking for community input into future uses for the Park. We would appreciate your taking the time to complete a survey (click here to download a PDF) telling us what features and uses you would like to see at Warm Water Cove. Warm Water Cove Cleanup: August 4th, 9 AM-12 PM

On Saturday, August 4th, from 9 AM to noon, there will be weeding and litter removal, as well as a massive clean up of graffiti, at Warm Water Cove, the waterfront park at 24th Street east of 3rd Street along the Blue Greenway (click here for a map.) JULY 2007

Warm Water Cove Cleanup: August 4th, 9 AM-12 PM

On August 4th, the Port of San Francisco, other city agencies, and the Central Waterfront Community, including adjacent landowners, will be hosting a Park Cleanup at Warm Water Cove Park at the terminus of 24th Street. The event will take place from 9:00 am until noon. The purpose of the event is to clean up the shoreline park, including removal of graffiti, weeding, litter and debris pickup, and to facilitate stewardship for the park.

Be part of the pollution solution! In honor of Earth Day 2007, several environmental organizations are volunteering to clean up San Francisco Bay. Two of these events will take place along the Blue Greenway. Your help will be greatly appreciated at one of these events:

Saturday, April 21st. Location: South shore of Mission Creek, San Francisco (6th & Channel Street). Sponsored by Save the Bay and Mission Creek Conservancy. Learn about Mission Creek's role in the City's history, and help clean up this trash hot spot to prevent garbage from entering the Bay and harming wildlife. Time: 9:00 AM-noon. Public Art Update

While Pepe Ozan's Monicacos de Esperanza (Puppets of Hope) had to be removed from India Basin Shoreline Park for an exhibition at the San Jose Museum of Art in December, the San Francisco Port Commission has agreed to extend the temporary permits for "Red Fish", William Wareham's metal sculpture at 3rd and Cargo Way (you can see it from Muni's new T-3rd Street Light Rail line, just southeast of the Islais Creek Bridge), and Topher Delaney's Agua Vista Park landscaping on Terry Francois Boulevard between 16th Street and Mariposa Street. "Red Fish" and Topher Delaney's Agua Vista Park installation will remain along the Blue Greenway through August 2007.

Eastern Neighborhoods Planning

As NPC's Green Envy report demonstrated, the Eastern Neighborhoods are seriously lacking in open space (click here to view the Eastern Neighborhoods Community Health Impact Assessment). The Blue Greenway hopes to help improve that situation. Currently two parallel planning efforts are underway that will determine whether massive increases in population density will be accompanied by adequate publicly accessible and useable open space. For information about those efforts, check out Plan Potrero Hill SF, a neighborhood sponsored, grassroots effort, and also the San Francisco Planning Department's proposals. We advise you to get involved if you want to be sure that true neighborhood priorities are recognized and respected in the planning process.

New Greening Director Learns About Blue Greenway

Daniel Sider, Mayor Newsom's new Greening Director, visited NPC's offices on January 23rd. NPC Executive Director Isabel Wade, Deputy Director Wolfram Alderson, and Corinne Woods, the Blue Greenway Coordinator, met with Mr. Sider to share current NPC Park and Open Space efforts, including efforts to increase momentum with the Blue Greenway initiative.

NPC and many other green organizations in San Francisco are pleased to have the position finally filled following the departure of the previous Greening Director, Marshall Foster, last July.
